石巻市役所、避難者100人に退去要請

This isn’t good news.

The headline to this link says that 100 evacuees seeking shelter at Ishinomaki City Hall in Miyagi Prefecture are requested to leave.

With evacuation shelters at over capacity, it’s a monstrosity to think that a local government is seemingly ignoring the needs and requests of their evacuees. I would expect that the city government would help people get proper shelter.

Without being told where to go next, evacuees are at a loss. They are being told to leave by 1:00 this afternoon, because city hall officials have said the homeless are hindering city administration.

This is unacceptable for citizens in the world’s third largest economy.

Originally, right after disaster struck, as many as 300 people took shelter on the second and third floors of the building. However, by March 30 city hall officials were making announcements over the building’s public address system that the building was not a shelter.

At city hall there was a consultation desk set up to help evacuees to find the nearest designated shelter in proximity to their homes. However, statements from many evacuees have said, shelters were at capacity and were turned away after being told where to go by city hall.

宮城県石巻市は、東日本巨大地震によって市役所本庁舎で避難生活を送る市民約100人に対し、行政運営に支障が出るとして、1日午後1時までに退去するよう求めている。

次の避難先は示されず、避難者は途方に暮れている。

市役所は市の指定避難所ではないものの、地震発生直後から市民が訪れ、事実上の避難所になっていた。ピーク時で約300人が庁舎2、3階のソファや床に毛布を広げて寝泊まりし、 現在でも避難者が身を寄せている。ところが、市は3月30日朝、「市役所は指定避難所ではない」などと館内放送で避難者に伝え、退去を求めた。

同時に庁舎内に相談窓口を設け、被災者の自宅に近い指定避難所を案内した。しかし、避難者によると、どこの避難所もいっぱいで、「市役所から移って来ることを断られるケースが多い」という。
